Europe Faces 39% Surge in Wildfire Damage Even Under Best-Case Climate Scenarios
The Potsdam Institute just put a number on the disaster we are still pretending to negotiate over.

According to new research published in Global Change Biology, wildfires are projected to burn 39% more of Europe by the end of the century even in the best-case emissions scenario. That is not the pessimistic reading. It is the optimistic one — global heating capped at roughly 1.8°C, barely a step up from the 1.4°C we have already locked in.
In the high-emissions pathway, with warming of 3.6°C, the burnt area nearly triples. Current policies, the researchers note, put us on track for about 2.6°C. Neither number is a weather forecast. They are political outcomes, written in fossil fuel accounting, signed off by legislatures that still treat extraction as growth.
The geography of risk is rewriting itself
The team, led by PIK ecosystem researcher Maik Billing, compared projected annual burnt area in 2070–2100 against the modelled reference period of 2000–2030. The driver is not mysterious: hotter, drier, windier conditions turning manageable blazes into the kind of infernos that forced roughly a third of a million people from their homes in France and Spain late last month.
Across the EU, this fire season is already set to be the third-worst on record, behind 2025 and 2022, with more than 600,000 hectares burned. Records have fallen in Belgium, France, and Slovakia. Even the United Kingdom — long imagined as outside fire country — has watched major blazes rip through its countryside. The wealthy northern states are discovering what the Mediterranean has known for decades: there is no firewall between their summers and ours.
Fire management has a ceiling. Emissions cuts do not.
Here is the part the suppression industry would rather you skim past. Improvements in prevention, detection, and firefighting can reduce projected burnt area by as much as 92% in the 1.8°C scenario and 72% in the 3.6°C scenario. Those numbers look generous. They are also, by the researchers' own admission, optimistic.
Billing and his co-authors are blunt about what adaptation can and cannot do. Fire management cannot replace climate mitigation. As Senckenberg scientist Thomas Hickler put it, recent record fires show that we cannot simply extrapolate from the experiences of the past. PIK scientist Kirsten Thonicke warned that with climate change, conditions could become so extreme that we really hit limits to what we can do to prevent and fight fires once they get to a certain size.
That is the structural admission buried inside the study. Past performance is not a guarantee of future results, especially when the underlying fuel load — atmospheric carbon — keeps accumulating. Four decades of enthusiastic fire suppression in southern Europe paradoxically loaded forests with kindling; the mega-fires now arriving are the bill for that policy. We are not fighting the climate. We are fighting the last war.
What the 39% actually demands
Every percentage point of avoided warming is a percentage point of unburnt homes, evacuated hospitals, and breathable air. The emissions pathway we are currently on — roughly 2.6°C — sits between the study's two scenarios and produces outcomes no firefighting budget can offset. The cost of mitigation is real and quantifiable. The cost of inaction is now quantified too, in hectares, on a continent that still congratulates itself for leading on climate.
We do not lack the technology. We lack the political leverage to deploy it against the extraction industries that profit from delay. That is the fight — not one more firebreak, not one more fleet of tankers, but a structural redistribution of who pays for the carbon already in the atmosphere, and who decides whether another tonne gets burned. The Potsdam Institute has handed us the receipt. What we do with it is the only metric that matters now.
